This diagrammatic scheme—more ideal than real—proposes completely reorganizing the development of land within the city. Rather than draining land to create buildable sites, developing the “new New Orleans” would entail studying, first, the city’s “wet network.” Natural paths of water flow would be identified, and the city’s plan would be organized according to these. A new water mitigation system would create optimal paths of flow. Construction would be encouraged in the city’s dry areas, but housing towers could be built along the city’s wet network at urban node locations in areas subject to high flood risk. These towers composed of residential pods, and including spaces for commercial use, would have open ground floors to accommodate rising water.
