This project proposes tall, multi-unit residential buildings whose foundations stand upon the existing levees. Flood mitigation structures are incorporated into the towers' bases. The skeletal frames of the towers accept plug-in, prefabricated units, which can be flexibly arranged to meet the varied needs of residents. Moreover, the towers incorporate varied modes of inter- and intra-urban transit, both existing and proposed.
