Focusing on a section in the lower Bywater district, this project enlivens the levee by building structures for use as public spaces. These are to be situated on the riverbank near the intersection of Alvar and St. Claude, and they are to be linked to a proposed boardwalk that would expand along the river beyond the Bywater. The project realizes the potential of the levee by dedicating spaces for an amphitheatre, a public market, an expansion of NOCA, and a park. The boardwalk is envisioned as parallel to the proposed Desire light-rail line, thereby linking the downtown neighborhoods. At the project site, it is raised above the open market space creating unimpeded travel to higher ground.
